al-Islaam Ibn Taymiyyah [may Allaah have Mercy on him and Purify his soul]

It
has also been narrated from some of the Salaf that they would supplicate for
the ruler, like Ahmad bin Hanbal, Fudayl bin ‘Ayyaad and others. They would
say, ‘If we had one supplication that would be answered, then we would
supplicate for the ruler (even if he was oppressive).’ [Majmoo al-Fataawa (28/390-391)]
Shaykh
Saaleh al-Fawzaan [may Allaah Preserve him] said:
Inciting
hatred and animosity against the rulers of the Muslims within the hearts of the
general folk is from the actions of those who spread corruption and resentment.
These are the people who wish that chaos prospers amongst the Muslims and that
they become disunited[1].

[may Allaah have Mercy on him] stated in Hadee as-Saaree (Pg. 460) about the Qa'adeeyyah,
“This sect is even worse than the Khawaarij (extremists who believe in overthrowing
rulers and permitted the blood of innocent people). They speak to spread animosity
within the hearts of the general folk against the rulers of the Muslims so that
people’s perceptions change in their favour. This is especially the case if
they have an influential speaker who spreads such ideologies, deceiving the
people with his tongue and his false understanding of the Sunnah.”
He also said, "The Qa'adeeyyah do not believe in revolution via violence, rather they seek to revolt via defaming the the oppressive rulers. They call to the following of their own opinions and they glorify the idea of revolution (and sin being upon the hands of the rulers)." [Tahtheeb at-Tahtheeb (8/114)]
